Open Quote York aims its resources at the very top of the class and at the very bottom. The kids in the middle are left to fend for themselves. An example can be found in the number of guidance counselors they employ and their work load, which can exceed 200 middle of the road students per counselor. In contrast, the over-achievers and non-achievers never want for attention.
It should also be noted that York employs almost as many assistant principals as it does guidance counselors. In terms of budget allocation the bureaucracy clearly wins. This would seem a clear indication of the district's priorities. Close Quote
