The school is part of the Hawkins County School District, which is ranked 97 out of 139 districts in Tennessee and has a 2-star rating from SchoolDigger.

While Carter's Valley Elementary has a significantly higher percentage of white students (91.27%) compared to the state average and nearby schools, it has consistently ranked in the bottom half of Tennessee elementary schools, with a ranking between 488-727 out of 1000-1020 schools over the past several years. The school's performance on TNReady assessments is also below the state and district averages, with proficiency rates ranging from 13.4% to 40.8% across different subjects and grade levels. However, the school's ranking has shown some improvement over time, moving from the bottom 25% of Tennessee elementary schools in 2014-2015 to the bottom 50% in 2023-2024, indicating that the school may be making progress, albeit at a slow pace.

As you review the school rankings data, please be aware that some of the information from certain demographics is missing. The reason for this omission is that the data has been redacted from the source data itself due to low population samples in these specific demographic groups.

Redacting data from low population samples is a necessary step to ensure the reliability and accuracy of the results, as small sample sizes may not be representative of the broader population. Additionally, this measure helps protect the privacy of individuals belonging to these demographic groups.

Open Quote All three of my children have attended at least one year in this school, and are the fourth generation of my family there. When I was there, it was an average to good school, with the possibility of excellence, if it had been better funded. Over the years, it has slipped terribly, with the focus on teacher retention and test scores over student learning and development. The school has been forced by the county to outgrow its location, with two wings added on, pushing the building out into surrounding wetlands and leaving two temporary buildings that were placed when my now-18-year-old was a student in constant standing water. The gym was built when I was in 3d grade, and is too small for the current student body, as well as being in poor repair. With the depth of focus on teacher retention, students are blamed for every fault, with no options for changing classrooms or adjusting the class environment if there is a poor personality fit, as happened with my youngest child. She entered as a reading kindergartener in August, excited to go to school and ready to learn. After dealing with days in which she spent as much as 2 1/2 HOURS in the "Time Out Room" where she was sent to do busywork when her class was learning, and was left out of activities regularly because she was too lively for her teacher to handle, I pulled her out of school and am homeschooling her -- as a single parent. I had her examined for ADHD by a child psychologist, who told me that my child was within perfectly normal behavior and activity levels. She also told me that she had a LOT of kids from Carters Valley, that the problem was the school, and that if she had elementary age kids in Hawkins County, she would send them to Mount Carmel. Carters Valley Elementary seems to have a tendency to leave its kids behind. Close Quote

About Students eligible for discounted/free lunch:

The National School Lunch Program (NSLP) provides low-cost or free meals to students in U.S. public and nonprofit private schools based on household income. Those with incomes below 130% of the poverty line receive free lunch, while those between 130% and 185% qualify for reduced-price lunch. The percentage of students receiving free or reduced-price lunch serves as a marker for poverty, as it reflects the socioeconomic status of families in a given school or district. A higher FRPL rate typically indicates a higher concentration of low-income families, suggesting that the school or district may face additional challenges in providing adequate resources and support for student success.

About Student-Teacher Ratio

Student/teacher ratio is calculated by dividing the total number of students by the total number of full-time equivalent teachers. Please note that a smaller student/teacher ratio does not necessarily translate to smaller class size. In some instances, schools hire teachers part time, and some teachers are hired for specialized instruction with very small class sizes. These and other factors contribute to the student/teacher ratio. Note: For private schools, Student/teacher ratio may not include Pre-Kindergarten.
