Milne Elementary faces significant challenges, consistently performing well below the HISD and Texas state averages on STAAR tests across all grade levels and subjects. Milne Elementary's student subgroups, such as African American, Hispanic, English Language Learners, and students with low socioeconomic status, consistently rank in the bottom 10-20% of their respective subgroups statewide, indicating significant achievement gaps. The school has been ranked in the bottom 10% of Texas elementary schools for the past several years, with a ranking of 4,625 out of 4,675 in the 2023-2024 school year and a 0-star rating from SchoolDigger.

While the nearby Gross Elementary, McNamara Elementary, Foerster Elementary, Bonham Elementary, Valley West Elementary, and Halpin Early Childhood Center generally perform better than Milne Elementary on academic measures, these schools also serve high-poverty student populations, with free and reduced-price lunch rates ranging from 93% to 100%. Despite increased spending per student at Milne Elementary, from $8,577 in 2018-2019 to $9,933 in 2020-2021, there is little evidence of significant improvement in the school's academic performance over the past several years.

As you review the school rankings data, please be aware that some of the information from certain demographics is missing. The reason for this omission is that the data has been redacted from the source data itself due to low population samples in these specific demographic groups.

Redacting data from low population samples is a necessary step to ensure the reliability and accuracy of the results, as small sample sizes may not be representative of the broader population. Additionally, this measure helps protect the privacy of individuals belonging to these demographic groups.

Open Quote Moved here from another state last year and enrolled son for that it is the nearest school. Teachers arguing with each other and parents. Very unorganized. Had an incident when a first kindergarden teacher called my son DUMB, and it made it emotional tramatized him and is apparent occasionally now when he thinks he does something wrong he says "what am I dumb or something?", and this suppose licensed educated adult addresses a 5 year old child like that and did this in front of other childern and it tramatized him. He is new and wanted to make friends. This was addressed to the principal and her and she apologized as she didn't mean it. Also personally witnessed her complain about her job and she is not paid enough, but wonder why she is there around childern if she did not want to be there cause she is actually there is detrimental to the childern or herself. "Is it worth the pay?" "Why are you there?" I feel people like her are fake and the staff and the school needs to be restaffed cause this is not good for the sake of their lively hood. Also found today an assistant called my son a shame. REALLY! Acutally these "ADULTS" needs to be. May God bless their souls. Close Quote

About Students eligible for discounted/free lunch:

The National School Lunch Program (NSLP) provides low-cost or free meals to students in U.S. public and nonprofit private schools based on household income. Those with incomes below 130% of the poverty line receive free lunch, while those between 130% and 185% qualify for reduced-price lunch. The percentage of students receiving free or reduced-price lunch serves as a marker for poverty, as it reflects the socioeconomic status of families in a given school or district. A higher FRPL rate typically indicates a higher concentration of low-income families, suggesting that the school or district may face additional challenges in providing adequate resources and support for student success.

About Student-Teacher Ratio

Student/teacher ratio is calculated by dividing the total number of students by the total number of full-time equivalent teachers. Please note that a smaller student/teacher ratio does not necessarily translate to smaller class size. In some instances, schools hire teachers part time, and some teachers are hired for specialized instruction with very small class sizes. These and other factors contribute to the student/teacher ratio. Note: For private schools, Student/teacher ratio may not include Pre-Kindergarten.
