Hazel Park Preparatory Academy

Summary:

Hazel Park Preparatory Academy is an elementary school serving grades PK-8 in the Saint Paul Public Schools district, with a diverse student population that includes a high percentage of students from low-income families.

Despite its diverse student body, Hazel Park Preparatory Academy has consistently underperformed compared to other schools in the district and the state of Minnesota. In the 2023-2024 school year, only 6.84% of students were proficient or better in Math, compared to 25.88% for the district and 45.47% statewide. In Reading, the school's proficiency rate was 10.92%, compared to 34.14% for the district and 49.85% statewide. The school's performance has remained stagnant or declined over the past decade, with the school consistently ranking in the bottom 10-15% of Minnesota elementary schools. This is in stark contrast to nearby schools like Txuj Ci HMong Language & Culture Lo, Nokomis Montessori North Campus, and Eastern Heights Elementary, which all outperform Hazel Park Preparatory Academy on standardized tests.

The school's struggles extend beyond overall academic performance, with its diverse student subgroups, including African American, Hispanic, English Language Learner, Special Education, and Low Socioeconomic Status students, all ranking in the bottom 30-40% or even the bottom 10-20% of Minnesota elementary schools. This suggests that Hazel Park Preparatory Academy faces significant challenges in addressing the unique needs of its student population, which may be exacerbated by the school's high concentration of students from low-income families, ranging from 85.18% to 94.07% over the past three school years.

As you review the school rankings data, please be aware that some of the information from certain demographics is missing. The reason for this omission is that the data has been redacted from the source data itself due to low population samples in these specific demographic groups.

Redacting data from low population samples is a necessary step to ensure the reliability and accuracy of the results, as small sample sizes may not be representative of the broader population. Additionally, this measure helps protect the privacy of individuals belonging to these demographic groups.

Open Quote Students are very disrespectful to the teachers and administrators at this school. They skip class, don't do their homework, yell and scream at teachers during class, and generally don't seem to care about their education, despite this being an IB school. I would not send a child to this school for a good education. It is a terrible school. Close Quote

About Students eligible for discounted/free lunch:

The National School Lunch Program (NSLP) provides low-cost or free meals to students in U.S. public and nonprofit private schools based on household income. Those with incomes below 130% of the poverty line receive free lunch, while those between 130% and 185% qualify for reduced-price lunch. The percentage of students receiving free or reduced-price lunch serves as a marker for poverty, as it reflects the socioeconomic status of families in a given school or district. A higher FRPL rate typically indicates a higher concentration of low-income families, suggesting that the school or district may face additional challenges in providing adequate resources and support for student success.

About Student-Teacher Ratio

Student/teacher ratio is calculated by dividing the total number of students by the total number of full-time equivalent teachers. Please note that a smaller student/teacher ratio does not necessarily translate to smaller class size. In some instances, schools hire teachers part time, and some teachers are hired for specialized instruction with very small class sizes. These and other factors contribute to the student/teacher ratio. Note: For private schools, Student/teacher ratio may not include Pre-Kindergarten.
