William Winchester Elementary

Summary:

William Winchester Elementary is a public elementary school in Westminster, Maryland, serving 576 students in grades PK-5. The school is part of the Carroll County Public Schools district, which is ranked 1 out of 25 districts in Maryland and has a 5-star rating.

William Winchester Elementary consistently ranks among the top 20% of Maryland elementary schools, with students performing significantly better than the state and district averages in both Mathematics and English Language Arts (ELA) assessments. For example, in the 2023-2024 school year, 53.2% of William Winchester students were proficient or better in Mathematics, compared to 37.7% for the Carroll County district and 24.1% for the state of Maryland. The school's ELA proficiency rate of 61.5% also exceeds the district (64.8%) and state (48.4%) averages. William Winchester's performance is particularly strong in 3rd and 4th grade Mathematics and 4th grade ELA, where proficiency rates are 10-20 percentage points higher than the district and state.

The school has a more diverse student population compared to many nearby schools, with a higher percentage of Hispanic (15.28%) and African American (10.07%) students. However, the percentage of students receiving free or reduced-price lunch has increased from 32.51% in 2020-2021 to 37.67% in 2022-2023, indicating a growing population of students from lower-income families. While the school's overall performance is strong, the lower performance of the low socioeconomic status subgroup suggests that the school may need to implement targeted interventions to address the unique needs of this population. When compared to nearby schools, Manchester Elementary, Spring Garden Elementary, and Sandymount Elementary have similar high academic performance, while Robert Moton Elementary and Westminster Elementary lag behind.

As you review the school rankings data, please be aware that some of the information from certain demographics is missing. The reason for this omission is that the data has been redacted from the source data itself due to low population samples in these specific demographic groups.

Redacting data from low population samples is a necessary step to ensure the reliability and accuracy of the results, as small sample sizes may not be representative of the broader population. Additionally, this measure helps protect the privacy of individuals belonging to these demographic groups.

Open Quote I have recently had an experience with public schools and this one in particular. Unfortunately, it is quite a disappointing one. I thought my daughter did great at school, she is an A student. However, those grades mean very little in terms of a child development. This school, and to be fair probably most public schools, do very little to maximize your child potential. My daughter was bored this year at school because they concentrate on children who have learning difficulties. If I want my child to do great, I need to be a teacher at home. How do I do that with a full-time job? I pay a lot of taxes so my daughter has a good education. I wish I could take my taxes and and pay for private school instead. Otherwise, my child is stuck with mediocre education. Close Quote

About Students eligible for discounted/free lunch:

The National School Lunch Program (NSLP) provides low-cost or free meals to students in U.S. public and nonprofit private schools based on household income. Those with incomes below 130% of the poverty line receive free lunch, while those between 130% and 185% qualify for reduced-price lunch. The percentage of students receiving free or reduced-price lunch serves as a marker for poverty, as it reflects the socioeconomic status of families in a given school or district. A higher FRPL rate typically indicates a higher concentration of low-income families, suggesting that the school or district may face additional challenges in providing adequate resources and support for student success.

About Student-Teacher Ratio

Student/teacher ratio is calculated by dividing the total number of students by the total number of full-time equivalent teachers. Please note that a smaller student/teacher ratio does not necessarily translate to smaller class size. In some instances, schools hire teachers part time, and some teachers are hired for specialized instruction with very small class sizes. These and other factors contribute to the student/teacher ratio. Note: For private schools, Student/teacher ratio may not include Pre-Kindergarten.
