Roosevelt STEAM Academy

Summary:

Roosevelt STEAM Academy is an elementary school in Elkhart, Indiana, serving 524 students in grades PK-6. The school is part of the Elkhart Community Schools district, which is ranked 303 out of 381 districts in the state and has a 1-star rating from SchoolDigger.

Despite higher per-student spending compared to nearby schools like Pinewood Elementary and Woodland Elementary, Roosevelt STEAM Academy consistently underperforms the district and state in academic measures. The school has significantly higher chronic absenteeism rates, with 29.3% to 57.2% of students chronically absent over the past three years. On ILEARN tests, only 22.29% of students were proficient or better in English Language Arts, compared to 22.15% for the district and 38.6-41.8% for the state. In math, just 22.76% of students were proficient, versus 22.47% for the district and 38.1-52.4% for the state.

Roosevelt STEAM Academy also serves a high percentage of economically disadvantaged students, with 57.55% to 83.02% of students qualifying for free or reduced-price lunch over the past three years. This is significantly higher than the district and state averages. Despite these challenges, the school has consistently ranked in the bottom 20% of Indiana elementary schools over the past decade, indicating a persistent struggle to improve student outcomes. Addressing the unique needs of the school's predominantly minority and low-income student population will likely be key to driving meaningful progress.

Open Quote The teacher/student ratio is completely false. The number given would have to include cleaning staff, lunch staff and secretaries. The actual number of full time teachers is 25, not 44. And the actual number of students is over 460, not 446. That gives a misleading 18.4 : 1 ratio. But that number includes 4 music teachers, a stem teacher, an art teacher and a p.e. teacher, and also two high ability teachers with the smallest number of students in the building.

The lowest number of students in any regular education class at the end of the year in 21-22 is 23 in a kindergarten room. In any other grade, 24 is the minimum. The high at the end of the year is 33. The high during the year was 35. The actual average students per class is more like 28.

The staff is dedicated and works like mad to create a safe, nurturing environment. But the building was approximately 65 staffed this year, and it created a large number of issues. Classes were too large, and had too many personalities that clashed that could not be resolved by splitting students up because there was no place for them to go. The behavior team works constantly to help our most dysregulated students learn to better approach their peers and the world and to interact with it more successfully. However, logistics for going to music, art, p.e. and stem were exceedingly challenging because those class sizes literally do not fit in most of those rooms, so classes had to be parsed out into smaller groups, creating a bottleneck in the hallway that made transitions fraught with opportunities for children to become dysregulated.

Literally every educator in the building, including all members of the administration team, would roll up their sleeves and substitute in classrooms as needed. This is admirable, but the fact that it was necessary meant that many times the support needed for students suffering dysregulation was not available because those people were already teaching full classrooms.

The district never did anything more than posting available jobs on the district site to try to mitigate these problems. 3 members of the school board admitted this in a meeting in the school during the year. Meanwhile, according to this site, staff at North Side Middle School went from 44 to 68. Considering how wrong their numbers are on Roosevelt, take that with a grain of salt. But it shows that hiring or moving personnel appeared to be possible - it simply was not done for Roosevelt in anything close to the needed numbers. Close Quote

About Students eligible for discounted/free lunch:

The National School Lunch Program (NSLP) provides low-cost or free meals to students in U.S. public and nonprofit private schools based on household income. Those with incomes below 130% of the poverty line receive free lunch, while those between 130% and 185% qualify for reduced-price lunch. The percentage of students receiving free or reduced-price lunch serves as a marker for poverty, as it reflects the socioeconomic status of families in a given school or district. A higher FRPL rate typically indicates a higher concentration of low-income families, suggesting that the school or district may face additional challenges in providing adequate resources and support for student success.

About Student-Teacher Ratio

Student/teacher ratio is calculated by dividing the total number of students by the total number of full-time equivalent teachers. Please note that a smaller student/teacher ratio does not necessarily translate to smaller class size. In some instances, schools hire teachers part time, and some teachers are hired for specialized instruction with very small class sizes. These and other factors contribute to the student/teacher ratio. Note: For private schools, Student/teacher ratio may not include Pre-Kindergarten.
