Summary:

Fred A. Toomer Elementary School is a public elementary school in Atlanta, Georgia, serving grades PK-5 with a total enrollment of 512 students. The school is part of the Atlanta Public Schools district, which is ranked 149 out of 203 districts in Georgia and has a 1-star rating from SchoolDigger.

Fred A. Toomer Elementary School has consistently underperformed compared to the district and state averages in standardized test scores, with proficiency rates in English Language Arts and Mathematics significantly lower than the district and state. The school has been ranked in the bottom half of Georgia elementary schools for the past several years, with a 2-star rating from SchoolDigger. Despite a high percentage of students receiving free or reduced-price lunch (56.05%) and relatively low student-teacher ratios, the school's academic performance remains significantly lower than its peers, such as Springdale Park Elementary School and Charles R. Drew Charter School, which are also part of the Atlanta Public Schools district.

When compared to schools in the nearby DeKalb County district, such as Fernbank Elementary School and Fifth Avenue Upper Elementary School, the performance gap is even more pronounced, with these schools significantly outperforming Fred A. Toomer Elementary School in academic achievement. Despite the relatively high spending per student at Fred A. Toomer Elementary School, the school's academic performance remains significantly lower than its peers, suggesting that factors beyond just funding, such as school leadership, teacher quality, and instructional practices, may be contributing to the school's underperformance.

Open Quote Toomer Elementary is a sub-performing school with a ghetto mentality. The expectations and commitment levels are low. Instead of lamenting about how their students go to an “inner city school”, get free lunch, live in poverty and are raised by single parents, etc, etc..., Toomer teachers ought to start raising the bar and raising expectations. Toomer is the lowest performing school in the cluster and all of the cluster schools are Title 1, so Title 1 status cannot be used as an excuse. The standardized test scores confirm it. Drew Charter, Burgess-Peterson, even Whitefoord all score higher than Toomer. Close Quote

Open Quote It’s going to take all summer to undo the bad habits my 1st grader picked up at Toomer Elementary. Toomer teachers need extra training on how to manage disruptive personalities and students from diverse environments. They really don’t have a handle on it and it lowers the classroom quality level. My child’s teacher did not have control of the class. I was told stories about how the kids would throw things, talk back and use crass language. I could see it all start to unravel in my child’s behavior and speech, when he started bringing home all the negative things he picked up during the school day. I cringe when I think about the type of character my child could become if he stayed at Toomer. We’re leaving. Close Quote

Open Quote Considering where this school has come from it now represents a successful racially and economically diverse public school (a rarity in Atlanta)! The parental and community involvement is energizing and the school now has a principal and teachers that are committed to making it one of the best elementary schools in the area (it already outscores in several areas its wealthier, more established neighbors!) About Students eligible for discounted/free lunch:

The National School Lunch Program (NSLP) provides low-cost or free meals to students in U.S. public and nonprofit private schools based on household income. Those with incomes below 130% of the poverty line receive free lunch, while those between 130% and 185% qualify for reduced-price lunch. The percentage of students receiving free or reduced-price lunch serves as a marker for poverty, as it reflects the socioeconomic status of families in a given school or district. A higher FRPL rate typically indicates a higher concentration of low-income families, suggesting that the school or district may face additional challenges in providing adequate resources and support for student success.

About Student-Teacher Ratio

Student/teacher ratio is calculated by dividing the total number of students by the total number of full-time equivalent teachers. Please note that a smaller student/teacher ratio does not necessarily translate to smaller class size. In some instances, schools hire teachers part time, and some teachers are hired for specialized instruction with very small class sizes. These and other factors contribute to the student/teacher ratio. Note: For private schools, Student/teacher ratio may not include Pre-Kindergarten.
